This article exposes some&nbsp; theoretical, general aspects about non-formal learning and non-formal education in European educational practice.&nbsp; In \ufb01rst section it is presented a learning forms\u2019model at European Commision recomandations&nbsp; and the active learning approache which justify the importance of non-formal and informal learning in the contemporary, dinamic society; in the second section are sketched&nbsp; three possible variants&nbsp; for understanding&nbsp; non-formal education, reporting at an educational system. The European societies change. The roles of the state and the market are decreasing and the citizen will get a more important role. Based on the positioning triangle we will xplain this societal process that happens or will soon happen in European countries. The traditional top-down policy of governments will be replaced by bottom-up movements by citizens. Not today and probably not tomorrow, but in the medium-long term we will see a different ociety.&nbsp; This forthcoming transformation will have huge consequences for the position of non-formal education. Non-formal education is more connected to the future societies. education builds up the traditional pedagogic objective for development and improvement of the competences of various groups of trainees. Adult education integrates psychological and social aims for choice of self-realization, social interaction and career development. The present article aims at presenting the role of continuing education in a broader psychosocial context with a focus on people with disabilities, and it includes a brief review of the international literature on the issue and the good examples of the Bulgarian social practice. Continuing education of people with disabilities takes a specific place within the system of adult education. TRANSFORMATIONS?<\/strong><\/p>\n<p><strong>Abstract.<\/strong> This article has been prepared to present the variety of features, functions and potential that libraries have in today\u2019s world. They are often underestimated; they are regarded one-sidedly as agencies of storage and distribution mainly of traditional documents. This is due to ignorance of the library institution dynamics, of the processes around it as well as misunderstanding of its place and mission in the lives of individuals and society. No significant attention and interest is shown to their resources available, to highly intelligent professionals who should work there and give invaluable support to users. Libraries are particularly useful in today\u2019s world of knowledge and information: the world where human success relies on knowing \u201chomo sapiens\u201d. The latter are those who understand and appreciate the value of information for learning and self-study. The author, who graduated an MA course in Pedagogy and has more than 35 years of activity in the&nbsp; field of libraries, has decided to break certain patterns and preconceptions about them. He will try to present a realistic picture of the importance of libraries in the background of ongoing processes in a global aspect and the expectations to the mission and role of the modern library. Without imposing his opinion, he sets options related to the potential of library in informal education.
