Absract. The study aims to identify the main features and disadvantages of the functioning of human capital in the modern Bulgarian state administration. A system of indicators of its manifestation is used with two main characteristics sought in them: dynamics in their average annual growth rate and level of relative amplitude of variation of individual features. The development is based on information from the Annual Reports on the State of Public Administration for 2012 – 2023. Several difficulties and peculiarities of human capital presence are identified: the ever-increasing dominance of staff with tertiary education; over-reliance on 'active aging' to eliminate staff shortages; question marks raised around the growth in the number and relative weight of 'Outstanding Performance' and 'Performance Exceeds Requirements' scores, etc. Ways to overcome emerging problems are also indicated.
